Minutes of a Meeting of the Council (duly convened) held at the Council Chambers Newtown on Tuesday 5th day of September 1916 at 7.30pm.

Present

His Worship The Mayor (Alderman Turtle) and Aldermen Bloom, Dibble, Morgan, Ryan, Lewis, Pritchard, and Edwards.

 

Apologies

Apologies were received from Alderman Smith, Bamfield and Clegg Alderman Szarka being absent on leave granted 27th of June 1916.

 

Minutes

The Minutes of the previous meeting were read and were confirmed and signed on the motion of Alderman Dibble seconded by Alderman Pritchard.

 

Correspondence

2287 Stroud Shire Council

Letter from the Stroud Shire Council asking cooperation in an endeavour to secure payment of subsidies from the Main Roads Grant at the commencement of each financial year.

Received.

2288 J. Garlick

Letter from J. Garlick Under Secretary for Local Government thanking Council for their letter of congratulation.

Received.

2290 P.W. Mansfield

Letter from P.W. Mansfield asking Council to fix the date on which they could demonstrate the work done by the Street Watering Motor.

It was resolved that the letter be received and the matter left in the Mayor’s hands for arrangements.

2291 Newtown Rugby League Football Club

Letter from the Newtown Rugby League Football Club asking permission to hold a procession from the Newtown Bridge to the Erskineville Oval in connection with the fancy dress Football Match on the Erskineville Oval in September.

Alderman Morgan moved that the letter be received and permission as desired granted.

Seconded by Alderman Pritchard and carried.

2292 Tramway Department

Letter from the Electrical Engineer Tramway Department intimating that the Span Poll will be removed from Wilson Street at its intersection with King Street if the Council will accept debit of £5.

It was resolved that the letter be received and the facts regarding the widening of Wilson Street placed before the Department with an intimation that in view of the exceptional circumstances the proposed charge is not considered a fair one.

2293 Secretary For Railways

Letter from the Secretary for Railways intimating that the Department is agreeable to join in the wood blocking of King Street from the St Peters Bridge to May Street.

Alderman Edwards moved that the letter be received and copy sent to the Alexandria Council asking if in view of the reply received from the Tramway Department it will reconsider its decision in regard to this matter.

Seconded by Alderman Ryan and carried.

2294 A. Jandy

Letter from A. Jandy asking permission to fix a properly constructed Cross Blind to his premises 8 Wilson Street Newtown.

It was resolved on the recommendation of the Works Committee that the application be received and the request granted subject to the usual conditions governing Cross Blinds.

2295 J.E. Ferry

Letter from J.E. Ferry asking if the Council will cause copy of the direct declaration for oral tenancies to be left by the Collectors at each house.

It was resolved that the letter be received and the writer informed that this has been the custom of the Council since Local Government Act came into force and no departure will be made from the usual custom this year.

His Worship The Mayor further intimated in connection with this matter that it had come under his notice that a irresponsible persons were collecting oral declarations and as he was anxious that each occupier should become enrolled he warned householders to deliver these declarations to the Town Clerk at the Town Hall as unless this was done the oral declarations might go astray or be purposely destroyed. Further for the convenience of oral tenants the Town Clerk or some other Justice of the Peace will be in attendance the first week in October each evening between the hours of 7 and 9 pm.

2296 T. McGregor Smith

Letter from T. McGregor Smith asking permission to exhibit calico Signs at his premises 211 Enmore Road.

It was resolved on the recommendation of the Works Committee as the exhibition of the signs should be and infringement of the Council’s regulations governing Signs that the application be refused.

 

Reports

2297 Works Committee

His Worship The Mayor submitted a report of a Meeting of the Works Committee held Monday 5th instant as contained on folio 54/5 of the Works Committee’s Report Book and embodying recommendations 1 to 6 and it was resolved on the motion of Alderman Bloom seconded by Alderman Dibble that the Works Committee’s Report be received and adopted and its recommendations be carried into effect.

2298 Overseer of Works

The Overseer of Works submitted his report of works completed or in progress during the past fortnight which was received.

2299 Sanitary Inspector

The Sanitary Inspector submitted his report as contained on folio 145/6 of the Sanitary Inspector’s Report Book and it was resolved on the motion of Alderman Lewis seconded by Alderman Ryan that the sanitary Inspector’s report be received and applications mentioned in paragraph 2 be granted.

 

Motions Pursuant to Notice

2300 Bicycle Sanitary Inspector

His Worship The Mayor (Alderman Turtle) moved that a Bicycle be purchased for the use of the Sanitary Inspector at an estimated cost of £12.10.0.

Seconded by Alderman Morgan and carried.

 

Questions Without Notice

2301 King Street Carriageway Cross Streets Repairs

Under this heading Alderman Edwards drew attention to the need for repairs to the carriageway by the Tramway rails King Street South of the St Peters Bridge and also asked that repairs at Cross Street be carried out with tar metal.

The Mayor said he would give these matters his attention.

2302 Telegrams To Soldiers Relatives

Alderman Bloom drew attention to the manner in which bad news is conveyed to the parents of sons who had been wounded in the fighting line and thought that instead of telegrams direct to relatives the local Clergymen should break the news.

2303 Library Books

Alderman Pritchard referred to a number of books which form portion of the old Library and asked if they could not be placed in the custody of the Newtown School of Arts Committee for use in their Library.

His Worship The Mayor said it would be necessary to table a motion in connection with this matter.

2304 Letter Delivery

Alderman Edwards drew attention to the late delivery of letters on Monday 4th instant though posted from the Town Hall on Friday 1st instant.

The Mayor said he would bring this matter under the notice of the Postmaster.

2305 Business Papers

Alderman Ryan asked if Business Papers could be posted so as to reach the Aldermen on Saturday morning.

After discussion it was thought that the present system of delivering the Business Papers by Monday Morning’s post met all requirements.

Correspondence

2306 Sydney Council

Letter from the Town Clerk Sydney intimating that it is proposed to woodblock the City Road at an estimated cost of £9,000 provided the cost is contributed to by the Minister for Works and the Municipalities of Darlington and Newtown for the portion of the City Road with in their respective areas.

Alderman Bamfield moved that the letter be received and the City Council informed that this Council learns with very great pleasure of the decision to wood block City Road but desire to point out that no portion of the proposed work is within the boundary of the Municipality of Newtown the main Road of this area being already wood blocked.

Seconded by Alderman Smith and carried.

2307 Local Government Association

Letter from the Local Government Association suggesting that a claim be made for the payment of half the cost of carrying out the provisions of the Public Health Act within this area since the year 1897.

Received.

2308 Local Government Association

Letter from the Local Government Association covering a copy of the claim of the employees of the Shire and Municipal Councils throughout the state and intimating that the claim would be opposed by the Association where it is considered excessive.

Received.

2309 Honourable D.R. Hall

Letter from the Honourable D.R. Hall intimating that further enquiries will be made in respect of closing of the Newtown Cemetery and the title of the land investigated.

Received.

2310 Manly Council

Letter from the Manly Council protesting against the passing of the Early Closing Bill.

Received.

2311 Tramway Department

Letter from the Tramway Department intimating that the Pole will be removed to the new alignment at the intersection of King and Wilson streets at the Department’s expense.

Alderman Pritchard moved that the letter be received and the Department thanked.

Seconded by Alderman Dibble and carried.

2312 Alexandria Council

Letter from the Alexandria Council intimating that the fact of the Tramway Department being agreeable to woodblock their portion of the carriageway will in no way effect their refusal to join in this work.

Alderman Edwards moved that the letter be received and the Tramway Department asked if they are prepared to join with the Newtown Council in carrying out this work exempting that portion of the carriageway within that the Alexandria area.

Seconded by Alderman Smith and carried.

2313 Alexandria Council

Letter from the Alexandria Council asking what remuneration this Council will be prepared to make for the use of their Refuse Depot off Canal Road.

Alderman Pritchard moved that the letter be received and the matter left in the Mayor’s hands for further enquiry.

Seconded by Alderman Dibble and carried.

2314 Department Of Education

Letter from the Under Secretary Department of Education intimating that the land would be acquired on the eastern side of the Public School site in Norfolk Street to provide a larger area for school children.

His Worship the Mayor moved that the letter be received and the Department thanked.

Seconded by Alderman Morgan and carried.

2315 State War Council

Letter from the State War Council introducing the repatriation scheme and intimating that further particulars in regard thereto would be forwarded at a later date.

Received.

2316 Sydney City Mission

Letter from the Secretary Sydney City Mission asking permission to take up their annual Street Collection on Saturday 2nd of December next.

Alderman Morgan moved that the letter be received and permission as desired granted.

Seconded by Alderman Pritchard and carried.

2317Adjt Annetts

Letter from Adjt Annetts applying on behalf of the Salvation Army for permission to take up their Annual Street Collection on Friday October 6th.

As it is thought the date is too close to the Annual Street Collection on October 14th for the United Charities Fund it was resolved that the matter be left in the hands of His Worship the Mayor to make arrangements with the Adjutant for a more suitable date.

2318 Newtown Rugby League Football Club

Letter from the Secretary Newtown Rugby the Football Club asking permission to make a collection at a Procession in connection with their Fancy Dress Football Match on the 23rd instant on behalf of the Soldier’s Widows.

Alderman Morgan moved that the letter be received and the request granted.

Seconded by Alderman Dibble and carried.

2319 St Peters Council

Letter from the St Peters Council asking for a definite promise with reference to additional lighting in May Street.

Received.

2320 Leichhardt Council

Letter from the Municipality of Leichhardt asking cooperation in a request to the Minister for Local Government that clause be inserted in the Local Government Act Amending Bill to make it illegal for House or Land Agents to occupy seats in Municipal or Shire Councils.

Received.

2321 Derrin Brothers

Letter from Derrin Brothers asking permission to erect Blinds parallel to and over the foot path at their premises 391 King Street Newtown.

It was resolved on the recommendation of the Works Committee that the application be received and granted subject to the usual conditions governing Blinds.

2322 Mr Graham

Application from Mr. Graham for Council’s approval of plan of Stables at No. 94 Alice Street.

The Engineer having reported these plans and specifications comply with Council’s regulations and the building ordinance it was resolved that they be approved.

2323 Mrs C Clark

Letter from Mrs. C Clark making application to hang a Blind across footpath at No. 445 King Street.

Received and referred to the Works Committee for report.

2324 Sweet Brothers

Letter from Sweet Bros asking permission to erect a Band Stand on the roof of their awning King Street Newtown such stand to be strongly constructed and not to be seen from the Street.

It was resolved on the recommendation of the Works Committee that the letter be received and the application temporarily granted provided the conditions mentioned in the letter are strictly observed that the structure is at once removed when notice is served in writing by the Council and that the applicant accepts all responsibility in regard thereto and holds this Council indemnified against all accidents loss or damage or legal actions caused thereby Alderman Morgan dissenting.

 

Reports

2325 Finance Committee

The Finance Committee submitted their report as contained on folio 129 of the Finance Committee’s Report Book which recommended:-

Alderman Morgan moved that the Finance Committee’s report be received and adopted the accounts confirmed and paid and the financial statement laid upon the table.

Seconded by Alderman Dibble and carried.

 

2326 Works Committee

His Worship the Mayor submitted a Report of a meeting of the Works Committee as contained on folio 55/6 of the Works Committee’s Report Book and embodying recommendations 1 to 4 inclusive.

Alderman Dibble moved that the Works Committee’s Report be received and adopted and its recommendations be carried into effect.

Seconded by Alderman Edwards and carried.

Alderman Morgan asked that his objection to clause 1 of the Works Committee’s Report which provides for the granting of permission to Messrs Sweet Bros. To provide a Band Stand over a portion of their awning be noted on the minutes in accordance with ordinance 1. (44B).

 

2327 Overseer of Works

The Overseer of Works submitted his Report of works completed or in progress during the past fortnight which was received.

 

2328 Sanitary Inspector

The Sanitary Inspector submitted his Report as contained on folios 147/8 of the Sanitary Inspector’s Report Book and it was resolved that the Report be received and the application mentioned in paragraph 3 be granted.
