Ordinary Meeting Convened for Tuesday 11th July 1916

2208 Lapsed Meeting

The Ordinary Meeting of the Council was duly convened to be held at the Town Hall Newtown on Tuesday 11th of July 1916 at 7.30pm.

At 8pm the following were in attendance:-

His Worship The Mayor (Alderman C.H. Turtle) and Aldermen Morgan, Pritchard, Dibble and Smith.

2209 Apologies

His Worship The Mayor intimated that apologies had been received from Alderman Edwards and Alderman Ryan. Alderman Bamfield and Alderman Szarka were absent on leave of absence granted 27th July 1916.

As there was not a quorum of the members of the Council in attendance at the expiration of half an hour after the time at which the Meeting of the Council was appointed to be held His Worship The Mayor directed the Town Clerk to record in the Minute Book the names of all Aldermen in attendance at 8pm and the Meeting lapsed.

Confirmed at an Ordinary Meeting of the Council held at the Town Hall Newtown on Tuesday 25th day of July 1916.

Minutes of a Meeting of the Council (duly convened) held at the Council Chambers Newtown on Tuesday on 25th of July 1916 at 7.30pm.

Present

His Worship The Mayor (Alderman C.H. Turtle) and Aldermen Clegg, Bloom, Dibble, Morgan, Lewis, Smith, and Edwards.

2210 Apologies

Apologies were received from Aldermen Ryan and Pritchard. Aldermen Szarka and Bamfield were absent on leave granted 27th June 1916.

Minutes

The Minutes of the previous Ordinary Meeting held 27th June 1916 and record of Meeting which lapsed on the 11th instant were read and confirmed and signed on the motion of Alderman Smith seconded by Alderman Bloom.

Correspondence

2212 H. Dunlop

Letter from H. Dunlop conveying a gift of his “Historical Notes on Newtown” as published in the Newtown Chronicle together with a list of subscribers towards the preparation of same.

His Worship The Mayor (Alderman C.H. Turtle) moved that that the letter and gift of Historical Notes be received and a letter of thanks for same be forwarded under corporate seal to Mr Dunlop.

Seconded by Alderman Clegg and carried.

2213 R. Hollis M.L.A.

Letter from R. Hollis Esq. M.L.A. intimating that he has brought the matter of rounding off Brennan’s corner for the Tramway prior to the erection of the new Theatre at the corner of Wilson Street and Erskineville Road under the notice of the Minister for Public Works.

Received on the motion of Alderman Clegg seconded by Alderman Bloom.

2214 Public Instruction Department

Letter from the Public Construction Department intimating in reply to Council’s letter that it is not deemed desirable to seek the advice of members of local Councils when plans have been prepared for Public School buildings in their area that such plans might be inspected at the Department’s offices Bridge Street.

Alderman Morgan moved that the letter be received and the Under Secretary informed that as the erection of new Public School buildings within the Municipality of Newtown is always a matter of very great interest to the members of the Council and as the cost of the blueprint of such plan is only trifling it is thought as a matter of common courtesy that a blueprint of the plan should be furnished for the information of the Council and it is requested that in future this be done.

2215 Newtown Amateur Orchestra

Letter from the Newtown Amateur Orchestra asking for the free use of the Town Hall for their Concert on the 19th August.

It was resolved that the letter be received and the matter of granting the Hall for the night in question on the reduced scale be left in the hands of the Mayor.

2216 W.E. Keates

Letter from W.E. Keates making application for Council’s approval of a subdivision plan of land at the corner of Watkin Street and Copeland Avenue.

It was resolved on the recommendation of the Works Committee that the application be received and the plan approved provided the right of way at the rear of allotment facing Watkin Street is not less than 5ft 4 inches in width.

2217 Marrickville Council

Letter from the Marrickville Council expressing disapproval of the proposal in the Local Government Amendment Bill to exempt approved Play grounds from local taxation and asking this Council’s cooperation in protesting against same.

His Worship The Mayor (Alderman Turtle) moved that the letter be received and cooperation as desired granted.

2218 R. Hollis M.L.A.

Letter from R. Hollis Esq. M.L.A. covering a reply from the Secretary for Railways which intimated that owing to the existing financial position and the urgent need for economy the Deputy Chief Commissioner regrets that the matter of resuming the City Bank to widen the Newtown Bridge must be allowed to stand over for the present and forwarding copy of Mr Hollis’s reply to this letter protesting against the action of the Commissioners.

Alderman Dibble moved that the letter be received and Mr Hollis thanked for his action in this matter.

2219 United Charities Fund

Letter from the Secretary United Charities Fund asking permission to make the annual collection within this Municipality on Saturday 14th October next.

Alderman Clegg moved that the letter be received and permission as desired granted.

Seconded by Alderman Bloom and carried.

2220 Health Department

Letter from the Health Department covering 16 samples of milk all of which were found to be correct.

Received.

2221 Local Government Association of N.S.W.

Letter from the Secretary Local Government Association of N.S.W. Intimating that an application is being made to the Court of Industrial Arbitration for an amendment of the Health and Sanitary Inspectors Wages Award and forwarding copies of the application in connection therewith.

Received on the motion of Alderman Dibble seconded by Alderman Bloom.

2222 Premier’s Office

Letter from the Secretary Premier’s Office asking that a Public Meeting be held in the Town Hall on Friday 4th of August 2 anniversary of the present great War at which the citizens should be invited to express their inflexible determination to continue to victorious end the present great struggle for liberty.

Clegg moved that the letter be received and a Public Meeting duly convened as requested.

Seconded by Alderman Edwards and carried.

2223 Newtown Red Cross League asking for the free use of the Town Hall for a Patriotic Concert in aid of the League’s funds to be held on Thursday 3rd August.

Alderman Clegg moved that the letter be received and the free use of the Town Hall granted.

Minutes

2224 Newtown Bridge

A Minute was submitted by His Worship The Mayor advocating that the request be made to the Commissioner for N.S.W. Government Railways that when the duplication of the main suburban railway line is being proceeded with the lighting should be bridged over from the present Bridge as far as Denison Street as the utilisation of the space which is at present wasted would with a small expenditure by this Council make the Newtown Bridge the most desirable centre of the district and at largely to the utility attractiveness and value of the property surrounding.

Alderman Dibble moved that the Mayor’s Minute re widening of the Bridge to Denison Street be received and adopted and its recommendations be carried into effect.

Seconded by Alderman Morgan and carried.

2225 Electric Motors

His Worship The Mayor further submitted a Minute intimating that as the result of representations made to Mr Donoghue General manager and Chief Engineer of the Electric Light and Power Supply Corporation the “Maximum Demand” system of charges to consumers within that the Municipality of Newtown had been adopted by the Corporation and was now available for any consumers within this area. In the matter of purchase of Motors they might now be purchased outright or on extended terms to be mutually arranged.

A letter was also received from Mr J.E. Donoghue expressing this Council’s approval of his Board’s action.

Reports

Finance Committee

2226 The Finance Committee submitted its report as contained on folio 128 of the Finance Committee’s Report Book which recommended:-

Confirmation of accounts paid under votes of appropriation amounting to £ 663.14.7
And that accounts be paid amounting to    577.8.1
Total payment from General Fund since last Meeting £ 1,241.2.8
Also confirmation of payments from Trust Fund Recruiting Officers £     33.2.0
The Monthly Financial Statement was submitted and laid upon the table disclosing a credit balance of £7,915.12.11

The Committee further recommended that in accordance with Clause 2 of Regulation 6 that the sum of £333.5.0 be now voted from the General Fund to carry out the following works:-

2227 Hollis Park Asphalt path where pedestrian traffic is most frequent from trees form even the banks in Wilson Street repair etc the depot and sand tray £ 20.0.0
2227 Egan Street Repair or renew gutterstones where necessary 40.0.0
2228 Burren Street Repair or renew gutterstones where necessary 107.0.0
2229 Gladstone Street Erect fence etc for depot    10.0.0
2230 John Street Tarpave carriageway from May Street to May Lane    75.0.0
2231 Stanmore Road Crown carriageway from Liberty Street to Enmore Road    81.5.0

It was further recommended that this Council cooperate with the Burwood Council in endeavouring to have the Metropolitan Board of Water Supply and Sewerage Act of 1916 amended so as to provide that drains constructive before the passing of such Act shall be exempt from taxation in addition to the existing sewerage rate.

Alderman Smith moved that the Finance Committee’s Report be received and adopted the accounts confirmed and paid and all recommendations contained therein be carried into effect.

2232 Works Committee

His Worship The Mayor submitted Reports of Meetings of the Works Committee held tenth and twenty-fourth July 1916 and containing recommendations Nos.1 to 6 in the first Report and 1 to 4 in the second Report.

Alderman Clegg moved that the Works Committee’s Report be received and adopted and all recommendations contained therein be carried into effect.

Seconded by Alderman Dibble and carried.

2233 Auditor’s Report

The Auditors (Messrs Cadogan Stewart and Co.) Submitted their Report of the audit of this Council’s accounts for the period ending thirtieth of June 1916 together with Balance Sheet and certified to the correctness of same.

Alderman Morgan moved that the Auditor’s Report and Balance Sheet for the period ending 30th of June 1916 be received and adopted.

Seconded by Alderman Lewis and carried.

2234 Overseer Works

The Overseer of Works submitted his Report of Works completed or in progress during the past month which was received and adopted.

2235 Sanitary Inspector

The Sanitary Inspector submitted his Report the past month as contained on folios 138 to 141 inclusive.

Alderman Smith moved that the Sanitary Inspector’s Report be received and applications mentioned in paragraph 2 and 3 of both Reports be granted.

Motions Pursuant to Notice

2236 King Street Wood blocking

Alderman Edwards moved:-That the letters be written to the Alexandra Council and the Railway Commissioners asking if they will join with this Council in wood blocking King Street from St Peters Bridge to May Street.

Seconded by Alderman Bloom and carried.

Order of The Day

2237 Chief Sanitary Inspector

To arrange for calling applications for position of Chief Sanitary Inspector for this Council.

His Worship The Mayor (Alderman Turtle) moved that applications be invited from duly certified Sanitary Inspectors that the position of Chief Sanitary Inspector to the Council of the Municipality of Newtown at a salary of £234 per annum. Applications to close on Tuesday 8th of August 1916 at 4 p.m. Personal canvas of the Aldermen to be disqualification.

Seconded by Alderman Morgan and carried.

Questions Without Notice

2238 Alice Street

Under this heading Alderman Morgan asked that the footpaths in Alice Street North side be placed in the proper state of repair.

His Worship The Mayor said he would have this matter attended to.

There being no further business the meeting terminated.
