Minutes of a Meeting of the Council (duly convened) held at the Council Chambers Newtown on Tuesday the 8th day of February 1916 at 7.30pm.

Present

His Worship The Mayor (Alderman Bamfield) and Aldermen Clegg, Turtle, Szarka, Dibble, Morgan, Ryan, Smith, Prichard and Edwards.

Minutes

The Minutes of the previous meeting were read and were confirmed and signed on the motion of Alderman Prichard seconded by Alderman Szarka.

Correspondence

1969 Letter from J E Donohue Manager of the Electric Light Corporation explaining that the 1000 C.P. arc lamps at present in use are only suitable for their series system. Received.

1970 Letter from the Secretary Hospital Saturday Fund asking permission to make their Annual Collection within this area on Friday 12th of May 1916 and forwarding copy of Balance Sheet.

Alderman’s Arcade moved that the letter be received and permission as desired granted.

Seconded by Alderman Edwards and carried.

1971 Letter from the Under Secretary Department of Public Instruction intimating that there is no ground available for a Kindergarten Playground on the University Park in Bligh Street and a Deputation in regard to the matter with therefore be of no avail. Received.

1972 Letter from the Organising Secretary French is Forest Soldiers Farms asking the cooperation of the Council in forwarding the objects of the Committee.

Received and co-operation as desired granted stop

1973 Letter from the Local Government Department re-copies and extracts from the Councils rate in connection with the Fair Rents Act 1915.

Received.

1974 Further letter from the Local Government Department intimating that the Councils Financial Statements for the year ending 31st December 1915 have been received and examined and appear to be in order.

1975 Letter from the Public Health Department with reference to the extermination of rights was received and referred to the Council’s Inspector for report.

1976 Letter from the conductor of the Newtown Band asking for a general subsidy for the year 1916.

Received and referred to the Finance Committee for report.

1977 Letter from the Secretary Municipal Councils Employees intimating that the Annual Picnic will be held on Wednesday 8th of March.

Received.

1978 Letter from Alderman W Taylor thanking the Council for their support in connection with this election as a member of the Fire Brigades Board of N.S.W.

Received.

1979 Letter from the Under Secretary Department of Lands Perth favour of R Hollis Esq. M.L.A. intimating that the sum of £10 has been paid to the credit of the Trustees of Hollis Park Newtown for the year 1916.

Received and Mr Hollis to be thanked.

Reports

Works Committee

1980 His Worship The Mayor submitted a Report of the Works Committee as contained on folios 40 41 of the Works Committee’s Report Book recommendations 1 to 9.

Alderman Turtle moved that the Works Committee’s report be received and adopted and its recommendations be carried into effect.

Seconded by Alderman Prichard.

Alderman Clegg moved as an amendment that the Works Committee’s report be received and adopted and its recommendations be carried into effect with the exception of paragraph 4 dealing with plan of proposed Amusement Hall and Lock-up Shops in King Street between Georgina and Fitzroy Streets and that this plan be referred back to the Committee for further consideration.

Seconded by Alderman Edwards and lost.

A division was called for which resulted as follows:-

Alderman Clegg and Edwards Against the amendment:- His Worship The Mayor (Alderman Bamfield) and Aldermen Turtle Szarka Bloom Dibble Morgan Ryan Pritchard and Smith.

The amendment was declared lost on division.

Alderman Morgan moved as a further amendment that the Works Committees Report be received and adopted and its recommendations be carried into effect with the exception of paragraph 4 referring to plan of Amusement Hall and 8 Lock-up Shops in King Street between Georgina and Fitzroy Streets and this plan be referred back to the Works Committee for further consideration the applicant to be asked to definitively define the sanitary accommodation he proposes to provide for the 8 Lockup Shops with the frontage to King Street.

Seconded by Alderman Bloom and carried.

The amendment was then submitted as the substantive motion and declared carried.

Overseer of Works

1981 The Overseer of Works submitted his report of works completed or in progress during the past fortnight which was received.

Sanitary Inspector

1982 The Sanitary Inspector submitted his report as contained on folio 125 of the Sanitary Inspector’s Report Book and it was resolved that the Sanitary Inspectors report be received and the applications mentioned in paragraph 2 granted.

Motions Pursuant To Notice

1983 His Worship The Mayor (Alderman Bamfield) moved:-

That in accordance with the provisions of Ordinance 1 (64) the following Committees be appointed:-

  1. Finance Committee.
  2. Works and Building Committee.
  3. Specification Committee.
  4. Lighting Committee.
  5. Health Committee.

Seconded by Alderman Prichard and carried.

The election of Committees was then proceeded with and resulted as follows:-

Finance Committee

1984 Lord Street Gateways

Alderman Edwards moved:-

That the kerb and Tarpaving be restored at two gateways in Lord Street formerly used as entrances to railway premises at an estimated cost of £6.5.0.

Seconded by Alderman Ryan and carried.

1985 Australia Street

That the carriageway in Australia Street from Bishopgate Street to the Fire Station be top dressed with tar at an estimated cost of £75.

Seconded by Alderman Smith and carried.

Questions Without Notice

1986 Under this heading Alderman Morgan moved- That this Council places on record its disapprobation of the action of the Police Authorities in imprisoning Private D Miller a returned wounded Soldier on the 2 year old warrant for the theft of a few oysters from the Crown Land’s rocks Tarbon Creek Gladesville. Alderman Morgan said that Miller who was attending the Military Hospital in connection with his wounds had been placed in the Long Bay Jail for 14 days till his Mother who had given all her Sons to the Empire raised the sum of £4.13.0 to pay his fine and effect his release. He (Alderman Morgan) could not strongly express his indignation at the blunder and acts like these would seriously retard the Recruiting Movement in which they were now engaged.

Alderman Pritchard seconded the resolution which was carried.

There being no further business the meeting terminated.

Apologies

1987 Apologies were received from Alderman Morgan and Bloom.

Minutes

1988 The Minutes of the previous meeting were read and were confirmed and signed on the motion of Alderman Smith seconded by Alderman Edwards.

Correspondence

1989 Letter from the Electric Light and Power Supply Corporation Ltd re new incandescent lamps on the main road.

Received and to be considered in conjunction with the Lighting Committee’s Report.

1990 Letter from the Board of Fire Commissioners of N.S.W. Covering Statement of Revenue and Expenditure for the year 1915.

Received.

1991 Letter from the Government Statistician certifying that the Councils Balance Sheet the period ending 31st December 1915 is correct and complies with the Local Government Regulations.

Received.

1992 Letter from Messrs Marcus Clark and Co intimating that the Board will consider the question of handing over the strip of land at the rear of their premises for the widening of Watkin Lane.

Received.

1993 Letter from S J Channon asking permission to erect an advertising Hoarding in Gladstone Street.

Received and referred to the Works Committee for report.

1994 Letter from the Town Clerk Petersham asking that representatives be appointed to confer re-the advisability of reconstructing Stanmore Road with tarred Macadam or other suitable material.

Received and cooperation as desired granted.

1995 Letter from the Municipality of Bexley asking cooperation in an endeavour to have legislation passed to compel the closing of the bars of all hotels at 6pm.

Alderman Clegg moved that the letter be received and cooperation granted provided the motion also applies to Clubs. Seconded by Alderman Pritchard.

Amendment moved by Alderman Lewis that the communication be received only.

Seconded by Alderman Ryan and lost. The original motion was then submitted and declared carried.

1996 Letter from the Department of Public Health covering 15 samples of milk.

Received.

1997 Letter from Alderman JG Griffin advocating the construction of the Reservoir on the Cordeaux River.

Received.

1998 Letter from the Municipality of Annandale asking cooperation in a Deputation to the Minister for Public Works to urge upon him the necessity of at once taking such steps as will improve the water supply.

Alderman Turtle moved that the letter be received and cooperation as desired granted.

Seconded by Alderman Smith and carried.

1999 Letter from the Rev J J Willings asking for information as regards the Council’s decision on the matter of the re erection of the Stadium Building.

It was resolved that the letter be received and considered in conjunction with the Works Committee’s Report on the same matter.

2000 Letter from the Health Inspector (J Watson) making application for his annual holiday leave.

Received and the matter left in the Mayor’s hands.

Reports

Finance Committee

2001 The Finance committee submitted their every report as contained on folio 123 of the Finance Committee’s Report Book which recommended:-

Confirmation of accounts paid under votes of appropriation amounting to £   669.8.2

 

Also payment of accounts submitted amounting to      934.8.2
Total payments from General Fund since last Meeting £1,603.16.4

 

From the Trust Fund payment to Recruiting Officer          4.4.5
The Monthly Financial Statement was also submitted and disclosed a credit balance of 2006.17.6

 

Alderman Szarka moved that the Finance Committee’s Report be received and adopted and that the accounts be confirmed and paid.

Seconded by Alderman Pritchard and carried.

Works and Lighting Committee

2002 His Worship The Mayor submitted a Report of a Meeting of the Works and Lighting Committees held 21st February 1916 as contained on folio 41 and 42 of the Works and Lighting Committee’s Report Book.

It was resolved that the Works Committee’s Report be received and the recommendations contained therein be considered seriatim.

Upon the submission of recommendation No 1 re plan of proposed Amusement Hall and 8 lock-up shops in King Street between Georgina and Fitzroy streets a brick building at an estimated cost £11,000 which recommended that the plan be approved provided the sanitary accommodation in each instance is probably ventilated and is entirely cut off from the Shops by an unroofed area to the satisfaction of this Council’s officers and that the specification complies in every detail with this Council’s regulations and provided further that the plan and specification of the whole is approved by the Chief Secretary’ s Department under the provisions of the Theatres and Public Halls Act No 13 1908.

Alderman Turtle moved that the recommendation of the Works Committee be adopted and carried into effect. Seconded by Alderman Ryan.

Amendment moved by Alderman Clegg that the following words be added to the Works Committee’s recommendation “And that the applicant be informed that this Council does not approve of this Building being used for Boxing Contests”.

Seconded by Alderman Edwards and lost.

The substantive motion was then submitted and declared carried.

Paragraph 2 of the Works committees Report was then submitted and adopted on the motion of Alderman Dibble seconded by Alderman Ryan.

The Recommendation of the Lighting Committee that after the inspection of the sample lamp erected opposite the Congregational Church King Street and the verbal assurance of the General Manager and Chief Engineer (J E Donohue Esq M.I.E.E) that the ½ what Nitra lamp submitted as a sample exceeds 1000 C.P. and as the most improved type your Committee recommend is that the Electric Light Corporation be requested to install these lands in lieu of the 39 enclosed arc lamps on the main roads of this Municipality with as little delay as possible was received and adopted and ordered to be carried into effect and that the letter from the General Manager and Chief Engineer dated 10/2/16 be answered accordingly with an expression of this Council’s satisfaction at the Board’s decision on the motion of Alderman Pritchard seconded by Alderman Clegg.

Alderman Turtle moved that a reply be sent to the Reverend J J Willings intimating the decision of the Council re plan and specification of Amusement Hall and Lock-up Shops.

Seconded by Alderman Edwards and carried.

Overseer of Works

2003 The Overseer of Works report of works completed or in progress during the past fortnight was received.

Sanitary Inspector

2004 The Sanitary Inspector’s Report as contained on folio 126/7 of the Sanitary Inspector’s Report Book was received and applications mentioned in paragraph 3 granted on the motion of Alderman Smith seconded by Alderman Pritchard.

There being no further business the meeting terminated.
