Minutes of a Meeting of the Council (duly convened) held at the Council Chambers Newtown on Tuesday the 14th at 7.30pm.

Present

His Worship the Mayor (Alderman Turtle) and Aldermen Bamfield, Dibble, Morgan, Ryan, Smith, Pritchard and Edwards.

 

Apologies

Apologies were received from Aldermen Clegg Lewis and Bloom Alderman Szarka being absent on leave granted 27th of June 1916.

 

Minutes

The Minutes of the previous meeting were read and were confirmed and signed on the motion of Alderman Bamfield seconded by Alderman Pritchard.

 

Correspondence

2378 Reverend H. Begbie

Letter from the Reverend H. Begbie thanking Council for the work of repairs to footpath surrounding the Deaconess’ Institute Bligh Street and extending and invitation to the members of the Council to be present at the official opening which will take place on Tuesday 5th approximately at 2.30pm.

Received and invitation accepted with thanks.

2379 Department Public Health

Letter from the Public Health Department covering 20 samples of milk all of which were found to be correct.

Received.

2380 Local Government Department

Letter from the Local Government Department covering copies of the new Ordinance No 39 (a) respecting the prevention of the breeding of Mosquitoes also amendments to Ordinance 11.

Received.

2381 Mrs R. Stead

Letter from Mrs Lilly Steed asking on behalf of the Newtown Red Cross League for the free use of the Town Hall on Monday 27th instant to hold the annual Meeting of the Newtown Red Cross Society.

Alderman Morgan moved that the letter be received and the request granted.

Seconded by Alderman Smith and carried.

2382 Alphonse Even

Letter from Alphonse Even making application for Council’s approval of a Benzene Tank on the premises James Street.

The plan was reported on favourably by the Building Inspector and moved that approval be granted.

Seconded by Alderman Dibble and carried.

 

Reports

2383 Works Committee

His Worship the Mayor submitted a report of a Meeting of the Works Committee as contained on folios 57/8 of the Works Committee’s Report Book and embodying recommendations 1 to 5 inclusive.

Alderman Pritchard moved that the works Committee’s Report be received and adopted.

Seconded by Alderman Edwards and carried.

2384 Overseer of Works

The Overseer of Works submitted his report of Works completed or in progress during the past fortnight which was received.

2385 Sanitary Inspector

The Sanitary Inspector submitted his Report as contained on folio 154 of the Sanitary Inspector’s Report Book.

Alderman Smith moved that the Sanitary Inspector’s Report be received and the application mentioned in paragraph 3 be granted.

Seconded by Alderman Ryan and carried.

 

Motions Pursuant To Notice

2386 Enmore Road

Alderman Morgan moved:-

(1) That the letters be sent to the Commissioner for Railways and the Marrickville Council asking if they will join with this Council in woodblocking the carriageway of Enmore Road from Stanmore Road to Juliett Street. The total cost of the portion of the work to be carried out by the two Councils is estimated at £2018.

Seconded by Alderman Pritchard and carried.

2387 Ferndale Street

(2) With the consent of the Council Alderman Morgan withdrew the motion re-tar paving of the carriageway of Ferndale Street as this matter was covered by a vote passed early in the year.

 

2388 College Street

Alderman Pritchard moved:-

That the asphalt footpath on the Western side of College Street be taken up and relaid at an estimated cost of £53.

Seconded by Alderman Morgan and carried.

 

Questions Without Notice

2389 Newtown Red Cross Concert

Under this heading His Worship the Mayor mentioned that the children who proposed holding a Concert on Saturday afternoon the 25th instant now found that Friday evening 24th instant was more suitable and he asked if the Council were agreeable that the date should be changed.

Alderman Morgan moved that the date be altered as requested.

Seconded by Alderman Dibble and carried.

Correspondence

2390 Electric Light & Power Supply Corporation Limited

Letter from the Manager The Electric Light & Power Supply Corporation Ltd intimating that they had supplies of coal sufficient to last for a few months but as a large portion of the stock had been requisitioned by the Commonwealth Government to supply other authorities who had not made the necessary provision they were now forced to apply for a proclamation by a duly constituted Board on similar lines to those of the City Council and therefore gave the Newtown Council notice owing to circumstances over which the company had no control consumers would be asked to curtail their supply as much as possible.

Alderman Morgan moved that the letter be received and Mr Donohue informed that this Council views with approval the foresight and good management which provided a stock of coal to tide over the unfortunate present circumstances arising out of the coal strike and regrets that the Company had not been allowed to reap the full benefit of the excellent arrangements made by it to ensure a continuous supply of electric current to its customers.

2391 Marrickville Council

Letter from the Marrickville Council intimating that it is unable to at present entertain the proposal to join in woodblocking the carriageway of Enmore Road from Stanmore Road to Juliett Street as blue metal repairs have just been completed.

Received.

2392 Department Of Lands

Letter from the Under Secretary Department of Lands asking that this Council approves of the alteration of the alignment of Wilson Street from King Street to Erskineville Road.

Alderman Morgan moved that the letter be received and the Under Secretary of Lands informed that this Council approves of the realignment of Wilson Street between King Street and Erskineville Road as shown by the alignment plan submitted and now asks that the alignment be established and Executive approval sought and further that the cost of the work (£10.18.3) be paid to the State Treasurer.

Seconded by Alderman Pritchard and carried.

2393 Neuchatel Asphalt Co

Letter from the Neuchatel Asphalt Co asking to be allowed to submit a price for paving Enmore Road between Stanmore Road and Juliett Street.

It was resolved that the letter be received and the writer informed that the work is preceded with this Council will be pleased to receive a quote from the Neuchatel Asphalt Co Ltd.

2394 Department Public Health

Letter from the Public Health Department covering 20 samples of milk all of which were found to be correct.

2395 Parliamentary Standing Committee of Public Works

Letter from the Secretary Parliamentary Standing Committee of Public Works asking if any representatives of this Council desirous of giving evidence as to the expediency of constructing a line of Tramway from Cooks River Road to Rockdale.

Alderman Dibble moved that the letter be received and the writer informed that the proposal to extend the tram from Cooks River to Rockdale via West Botany Street has this Council’s unanimous and hearty approval and that His Worship the Mayor (Alderman C.H. Turtle) and Aldermen Morgan and Edwards will be pleased to appear and give evidence on behalf of this Council in support of the proposition on the date mentioned.

2396 J Jamieson

Letter from J Jamieson Esq Police Magistrate asking the place and building where it is desired to hold the Revision Court to revise the Lists of Electors for this area.

His Worship the Mayor moved that the letter be received and the Council Chambers Bedford Street Newtown be the place and building appointed of the holding of the said Court.

Seconded by Alderman Ryan and carried.

2397 H Phillips

Letter from H Phillips asking for Council’s approval to show his Royal Australian Wild West Circus on J Smith’s land King and Norfolk Streets Newtown for three weeks.

Alderman Pritchard moved that the application be received and refused.

Seconded by Alderman Lewis.

Amendment moved by Alderman Bloom seconded by Alderman Morgan that subject to the Mayor’s approval after investigation as to the conduct of this Show in other places and subject further to proper police supervision the application be granted.

The voting being in favour of the amendment it was then submitted the substantive motive and declared carried.

2398 Guille & Co

Letter from Guille & Co asking permission to place a sign on the veranda 15 feet long 26 inches wide for 20 days to advertise their sale.

Alderman Bloom moved that the application be received and granted subject to the Mayor’s approval.

Seconded by Alderman Dibble and carried.

2399 McLeod Brothers

Application for McLeod Brothers for Council’s approval of plan and specification of new Shop corner of King and Mary Streets was received and referred to the Works Committee for report.

2400P Rooney

Application from P Rooney for Council’s approval of additions to veranda was received and referred to the Works Committee.

2401 Q Peter

Application from Miss Q Peter Typiste for annual holiday leave was received and left in the Mayor’s hands.

2402 Finance Committee

The Finance Committee submitted its report as contained on folios 130/1 of the fifth Finance Committee’s Report Book which recommended:-

Alderman Morgan moved that the Finance Committee’s Report be received and adopted the accounts confirmed and paid and all recommendations contained therein be carried into effect.

2412 Overseer of Works

The Overseer of Works submitted his report of works completed or in progress during the past fortnight which was received.

 

2413 Sanitary Inspector

The Sanitary Inspector submitted his report as contained on folio 155 of the Sanitary Inspector’s Report Book and it was resolved on the motion of Alderman Smith seconded by Alderman Edwards that the report be received and applications mentioned in paragraph 3 be granted.

 

Questions Without Notice

2414 Envelope Fund

Alderman Bloom brought under the notice of the Council the Envelope Fund inaugurated by the Lord Mayor of London for a Christmas effort on behalf of the Belgian Children.

2415 Newtown Brigade Public Meetings

Alderman Morgan moved – That a letter be sent to the Chief Secretary bringing under his notice the danger and inconvenience caused to traffic and the public generally by Public Meetings on the Newtown Bridge and asking that they be discontinued.

Seconded by Alderman Bamfield and carried.

2416 Motor Cars

Alderman Bloom moved – That the attention of the Inspector of Police be drawn to the dangerous speed at which many Motor Cars are driven through this Municipality and the annoyance caused by the noise of the open exhaust pipes and the frequent use of horns while preceding on their journey.

Seconded by Alderman Ryan and carried.

2417 Alderman W.H. Keam

Alderman Bamfield mentioned in feeling terms the decease of Alderman W.H. Keam of the adjoining Municipality of Petersham and moved that a letter of sympathy be sent to his widow.

Seconded by Alderman Morgan and carried.
