Minutes of a Meeting of the Council (duly convened) held at the Council Chambers Newtown on Tuesday the 3rd day of October 1916 at 7.30pm.

 

Present

His Worship the Mayor (Alderman Turtle) and Aldermen Bloom, Dibble, Ryan, Pritchard, Smith, and Edwards.

 

Apologies

Apologies were received from Alderman Morgan and Bamfield Alderman Szarka being absent on leave granted 27th of June 1916.

 

Minutes

The Minutes of the previous meeting were read and were confirmed and signed on the motion of Alderman Edwards seconded by Alderman Bloom.

 

Correspondence

2330 Alexandria Council

Letter from the Alexandria Council re the use of their Refuse Depot at Canal Road.

It was resolved that the letter be received and considered in “Committee of the Whole” at a later period.

2331 Public Health Department

Letter from the Public Health Department covering 20 samples of milk in one case a caution has been considered necessary.

Received.

2332 Lane Cove Council

Letter from the Municipality of Lane Cove asking cooperation in a protest to the Minister for Works relative to the inefficient state of the Sydney Water Supply and urging that measures be taken to ensure to the metropolitan area an efficient and permanent supply of water.

Alderman Bloom moved that the letter be received seconded by Alderman Dibble.

Amendment moved by Alderman Ryan seconded by Alderman Edwards that the letter be received and cooperation as desired granted.

Upon being submitted the voting was in favor of the amendment and it was then submitted as the substantive vote and declared carried.

2333 W.A. Holman C.G. Wade

Telegram from the Prime Minister and letter from the Honourable W.A. Holman and the Honourable C.G. Wade asking that a Public Meeting be called to appoint a local Referendum Campaign Committee in connection with the Referendum re Conscription for military service.

Alderman Pritchard moved that the letter be received and that a Public Meeting be called by His Worship the Mayor as requested in the telegram and letter.

Seconded by Alderman Bloom and carried.

His Worship the Mayor intimated that he would arrange for a Public Meeting to be held on Monday the 16th October next.

2334 Petersham

Letter from the Petersham Council intimating that the question of constructing a stormwater drain in Liberty Street at the joint expense of the two Councils was now being considered and asking this Council to furnish details of the work proposed to be done as referred to in the letter of the 23rd ultimo.

His Worship the Mayor intimated that a letter in reply had been forwarded describing the work proposed to be done by this Council at an estimated cost £114.

Alderman Pritchard moved that the letter from the Petersham Council be received.

Seconded by Alderman Dibble and carried.

2335 Parramatta Park Vigilance Com.

Letter from the Parramatta Park Vigilance Committee asking cooperation in resisting the proposed resumption of a portion of Parramatta Park that the purpose of building Railway goods Sheds.

Alderman Ryan moved that the letter be received and cooperation granted.

Seconded by Alderman Dibble and carried.

2336 Newtown School of Arts

Letter from the Secretary Newtown School of Arts asking if the Council will transfer the Books held from the old School of Arts Library to the Trustees of the Newtown School of Arts.

It was resolved that the letter be received and the request complied with provided the consent of the Minister for Local Government can be obtained.

2337 Newtown Tramway Depot Com.

Letter from the Honourable Secretary Newtown Tramway Depot Committee inviting the attendance of the Mayor and Aldermen at the unveiling of a Role of Honor at the Depot on Sunday next October 8th at 3p.m.

Alderman Smith moved that the invitation be accepted with thanks and many as possible attend.

Seconded by Alderman Pritchard and carried.

2338 G.A. Kitt

Letter from G.A. Kitt applying for annual holiday leave.

It was resolved that the letter be received and the matter left in the hands of the Mayor.

 

Reports

2339 Local Government Association Annual Conference

His Worship the Mayor reported having attended the Annual Conference of the Local Government Association of N.S.W. where matters of general interest to Local Government Bodies were dealt with. A matter of special interest to this Council was the maintenance and control of Cemeteries and it was proposed to place local Cemeteries directly under the control of the Municipality concerned and to insist on such Cemeteries being maintained at a standard of repair to be prescribed by the Council.

Alderman Ryan moved that the Mayor’s report re-Local Government Association be received and that he be thanked for his attendance.

Seconded by Alderman Dibble and carried.

 

2340 Wood Blocking of Main Roads

His Worship the Mayor submitted a Minute bringing under the notice of the Council the necessary necessity for renewing the following portions of the wood blocking of the Main Roads within this area namely:-

King Street from Whateley Street to Brown Street on the eastern side. Estimated cost of renewal £   431.4.0
King Street from Elizabeth Street to Forbes Street Western side. Estimated cost of renewal  

1,108.16.0

King Street from Georgina Street to Queen Street eastern side. Estimated cost of renewal      693.0.0
Enmore Road from Simmons Street to Metropolitan Road eastern side. Estimated cost of renewal  

511.14.0

                                                                             Total £ 2,744.14.0

And recommended that these works be carried out as early as possible.

Alderman Ryan moved that the Minute of His Worship the Mayor re-renewal of woodblocks of certain portions of the Main Road be received and adopted.

Seconded by Alderman Bloom and carried.

 

2341 Shelter Sheds Cab Stand Bedford Street. Van stand at Crescent Street

His Worship the Mayor submitted a further Minute pointing out the necessity for Shelter Sheds at the Cab and Van stands within this Municipality and recommended that a letter be forwarded to the Chief Traffic Superintendent requesting that Shelter Sheds be erected at the Stand Bedford Street and the Van Stand Crescent Street as the providing of the shelters would confer a great boon upon the drivers.

Alderman Smith moved that the Minute of His Worship the Mayor re Shelter Sheds for Cab and Van Stands be received and adopted and a letter be forwarded to the Superintendent of Traffic as suggested.

2342 Works Committee

His Worship the Mayor submitted a Report of a meeting of the Works Committee as contained on folio 56 of the Works Committee’s Report Book.

Alderman Edwards moved that the Works Committee’s Report be received and adopted.

Seconded by Alderman Smith and carried.

 

2343 Overseer of Works

The Overseer of Works submitted his report of works completed or in progress during the past fortnight which was received.

 

2344 Sanitary Inspector

The Sanitary Inspector submitted his report as contained on folios 149 and 150 of the Sanitary Inspector’s Report Book.

Alderman Pritchard moved that the Sanitary Inspector’s Report be received and applications mentioned in paragraph 2 be granted.

Seconded by Alderman Ryan and carried.

 

Motions Pursuant to Notice

2345 Library Books

Alderman Pritchard moved:-

That a letter be sent to the Minister for Local Government asking his permission to transfer the reading Books from the old Library held by this Council to the custody of the Trustees of the Library and Reading Room in connection with the Newtown school of Arts Eliza Street.

Seconded by Alderman and carried.

2346 Refuse Depot Canal Road

Alderman Pritchard moved:-

That the Council do now resolve into a “Committee of the Whole” to consider a letter from the Alexandria Council re-Refuse Depot.

Seconded by Alderman Smith and carried.

Upon resuming Council it was reported that while in “Committee of the Whole” letter from the Alexandria Council re Refuse Depot had been considered and your Committee now recommends that the further consideration of the matter be deferred till the next ordinary Meeting of the Council in the meantime the Sanitary Inspector collect and report information as will be of use in determining the matter.

Alderman Bloom moved that the report of the “Committee of the Whole” Council be received and adopted. Seconded by Alderman Pritchard and carried.

 

Questions Without Notice

2347 Street Watering Demonstration

Under this heading Alderman Ryan asked what information have been prepared by the Town Clerk in connection with the recent demonstration of Street Watering by Motor Car and also by the Council’s Watering Cart.

His worship the Mayor said he would have a copy of this information forwarded to each Alderman.

Correspondence

2348 Local Government Department

Letter from the Local Government Department covering proclamation in the Government Gazette re Ordinance No 51 respecting Garbage and intimating that the same had been applied to this Municipality.

Received.

2349 North Sydney Council

Letter from the North Sydney Council re the work of making and maintaining the Main Roads.

Received and its consideration made an Order of the Day for the next Meeting.

2350 Metropolitan Traffic Branch

Letter from the Superintendent Metropolitan Traffic Branch intimating that Shelter Sheds are not erected by the Police Department.

His Worship the Mayor moved that the letter be received and the Superintendent of Traffic be again written to intimating that this Council is of opinion that as the Department receives all revenue from the cabs and vans concerned this Council is of opinion that Shelter Sheds should be erected at the stands for the protection of the men engaged in the work.

Seconded by Alderman Edwards and carried.

2351 Metropolitan Board of Water Supply and Sewerage

Letter from the Secretary Metropolitan Board of Water Supply and Sewerage covering plan of stormwater sewer is showing that the area within that this Municipality which will be subject to a drainage rate in order to provide interest on the cost thereof and maintenance.

Alderman Bloom moved that the letter be received and its consideration made an Order of the Day for next Meeting and that Mr Griffen who represents the Councils on the Board be asked to attend and explain the reason for the levying of this rate.

Seconded by Alderman Bamfield and carried.

2352 Department of Lands

Letter from the Under Secretary Department of Lands covering alignment plan of Wilson Street from King Street to Erskineville Road.

Received.

2353 Glebe Council

Letter from the Glebe Council re the conjoint establishment of a Garbage Destructor was received and its consideration deferred.

2354 Tramway Department

Letter from the Tramway Department intimating that the Deputy Chief Commissioner has approved of the woodblocking of the Tramway area from the St Peters Bridge to May Street if this Council will woodblock its portion of the carriageway but it will be necessary for a mutual agreement to be made with the Alexandria Council as to levels of the carriageway.

Alderman Edwards moved that the letter be received and the work of wood blocking the carriageway of King Street from the St Peters Bridge to May Street be carried out in conjunction with the Tramway Department.

Seconded by Alderman Ryan and carried.

2355 Conscription

Alderman Lewis asked is a matter of privilege for permission to bring under the notice of this Council a report appearing in that day’s “Sun”.

Permission having been granted Alderman Lewis complained that a report appearing in the “Sun” of a Public Meeting re Conscription held in the St Georges Hall on the 16th instant was likely to damage the cause of the Allies in as much as it stated that upon a show of hands being called for only 50 hands were held up in favour of Australia whereas 1000 hands were held up in favour of the Kaiser.

The Mayor explained that although this mistake had occurred it had been a misapprehension as in the great confusion and noise which existed at the time the audience had not heard the question correctly.

 

Reports

2356 Finance Committee

The Finance Committee submitted its report as contained on folio 130 of the Finance Committee’s Report Book which recommended:-

Confirmation of accounts paid under votes of appropriation amounting to  

£ 606.15.6

And that accounts be paid amounting to    676.8.5
Total payment from General Fund since last meeting £1,283.3.7
From the Trust Fund payment to Recruiting Officers        26.8.0
The Monthly Financial Statement was also submitted in accordance with regulation 6 and disclosed a credit balance to date of  

 

£6,847.13.7

Alderman Pritchard moved that the Finance Committee’s Report be received and adopted and the accounts be confirmed and paid.

Seconded by Alderman Dibble and carried.

 

2357 Overseer of Works

The Overseer of Works report of works completed or in progress during the past fortnight was submitted and Alderman Bloom drew attention to the work of repairs to the asphalt footpath being carried out in Camden Street and asked that where the openings for drainpipes were being made that the work be left until all openings were completed and then the footpath properly asphalted.

The Mayor said he would have a look at the foot path complained of and the Overseer’s Report was received.

 

2358 Sanitary Inspector

The Sanitary Inspector submitted his Report as contained on folio 151/2 of the Sanitary Inspector’s Report Book and it was resolved that the report be received and applications mentioned in paragraph 3 granted and that item No 6 re Refuse Depot be considered in Committee of the Whole Council.

Alderman Dibble moved that the Council do now resolve into a “Committee of the Whole” to further consider letter from the Alexandria Council and report from the Sanitary Inspector re-Refuse Depot.

Seconded by Alderman Smith and carried.

2359 Refuse Depot

Upon resuming Council it was reported that while in “Committee of the Whole” letter from the Alexandria Council and Report from this Council’s Sanitary Inspector re-Alexandria Refuse Depot had been considered and your Committee now recommend is that the whole matter be left in the hands of His Worship the Mayor to enter into an if deemed advisable by complete negotiations for the use of the Alexandria Refuse Depot for a term of say 10 years at a price not to exceed £60 per annum.

The report of the Committee of the Whole Council was received and adopted on the motion of Alderman Pritchard seconded by Alderman Smith.

2360 Superintendent Of Traffic

Letter from the Superintendent of Traffic Police Department intimating that there were no funds available for the purpose of erecting Cabmen’s Shelter Sheds and the revenue received from public vehicles etc does not nearly meet the expenditure.

Received.

2361 Department Public Health

Letter from the Department of Public Health covering 18 samples of milk in one case a caution was deemed necessary.

Received.

2362 Local Government Department

Letter from the Local Government Department re-amendments in the Ordinances and Regulations copies of which were laid upon the table.

Received.

2363 Local Government Department

Letter from the Department of Local Government intimating that in the matter of handover in the possession of the Newtown Council to the Trustees of the Newtown School of Arts the Department will

not under the special circumstances raise any objection provided the Council will accept all responsibility in the matter.

Alderman Bamfield moved that the letter be received and an inventory be taken of the books in question and they be handed to the Trustees of the Newtown School of Arts to be placed in the building Eliza Street Newtown for the use of its members provided the said Trustees agreeing to the books being returned to this Council upon demand..

The motion was seconded by Alderman Pritchard and declared carried.

A division was called for and resulted as follows:-For the motion His Worship the Mayor (Alderman Turtle) and Aldermen Bamfield Pritchard Bloom Dibble Ryan Smith and Edwards. Against the motion of Alderman Morgan and Clegg.

The motion was declared carried on division.

2364 F. Wilmot

Letter from F. Wilmot and asking if the Council will lower the footpath in Edgeware Road so as to drain the right of way at his property 180/8 Edgeware Road.

Alderman Morgan moved that the letter be received and referred to the Works Committee for report.

Seconded by Alderman Pritchard and carried.

2365 Reverend H Begbie

Letter from the Reverend H Begbie asking that the footpath be placed in order at the new Church of England Deaconess Institution Bligh Street.

Alderman Bamfield moved that the letter be received and the request complied with.

Seconded by Alderman Clegg and carried.

2366 J. Wilson

Letter from J. Wilson making application for annual holiday leave.

Received and left in the Mayor’s hands.

 

Mayoral Minute

2367 Linthorpe Lane

His Worship the Mayor submitted a Minute re-widening of Linthorpe Lane and intimating that Mr Thomas Harrison had consented to dedicate portion of this land to widen Linthorpe Lane so that fair calls may transverse the full-length provided the Council erects a new fence gate and post to the new alignment (which is about 28 feet in length) and pays all necessary legal and survey expenses. The cost is estimated at £10 and the Mayor recommended that the fairy generous offer of T Harrison Esq be accepted and the work placed in hand and be completed as early as possible.

Alderman Bamfield moved that the Minutes of His Worship the Mayor re widening of Linthorpe Lane be received and adopted.

Seconded by Alderman Clegg and carried.

 

Reports

2368 Works Committee

His Worship the Mayor submitted a Report of a Meeting of the Works Committee held 31st of October 1916 as contained on folio 57 of the Works Committee’ S Report Book and embodying recommendations 1 to 3.

It was resolved on the motion of Alderman Bloom seconded by Alderman Dibble that the Works Committee’s Report be received and adopted and its recommendations be carried into effect.

 

2369 Overseer of Works

The Overseer of Works submitted his report of works completed or in progress during the past fortnight which was received.

 

2370 Sanitary Inspector

The Sanitary Inspector submitted his report as contained on folio 153 of the Sanitary Inspector’s Report Book and it was resolved on the motion of Alderman Smith seconded by Alderman Pritchard that the Sanitary Inspector’s Report be received and application mentioned in paragraph 3 granted.

 

Motions Pursuant To Notice

2371 King Street Wood blocking

Alderman Edwards moved:-That the carriageway of King Street from St Peters Bridge to May Street be woodblocked (in conjunction with the Tramway Department) at a probable cost of £1200.

Seconded by Alderman Bloom and carried.

Alderman Morgan asked when this work will be carried out.

His Worship the Mayor said that it could not be carried out till the ensuing year.

 

2372 Alderman Bamfield moved:-That the foot path surrounding the new Deaconess’ Home Bligh Street be tarpaved and the kerbing placed in order at a possible cost of £27.

Seconded by Alderman Clegg and carried.

 

Order Of The Day

2373 North Sydney Council

  1. Consideration of letter from the North Sydney Council asking cooperation in a movement to provide that the work of making and maintaining Main Roads through Shires and Municipalities should be carried out by the various Councils to the approval of the Local Government Department and that all fees and taxes paid in respect of vehicles should be supplied towards defraying the cost of such work.

After consideration of the whole matter it was resolved that the letter be simply received.

2374 Metropolitan Board of Water Supply and Sewerage

  1. Consideration of letter from the Secretary Metropolitan Board of Water Supply and Sewerage re the levying of a Storm Water Drainage Rate.

In connection with this matter a letter was read from Alderman J G Griffen suburban representative on the Water and Sewerage Board covering a letter from the Secretary of the Board explaining in detail the circumstances in which the Drainage Rate had been re-imposed.

After consideration of the whole matter it was resolved that the communications together with plan be received and Alderman Griffen thanked for the explanation furnished.

2375 Glebe Council

  1. Consideration of a letter from the Municipality of Glebe asking if the Newtown would be prepared to join with the Glebe in the establishment of a Garbage Destructor.

It was resolved that the letter be received and the Glebe Council be informed that this Council is not prepared at the present juncture to join with the Glebe Council on the establishment of a Garbage Destructor.

 

Questions Without Notice

2376 King Street

Under this heading Alderman Ryan drew attention to a portion of King Street near the Post Office which was out of repair owing to the laying of telephone conduits.

His Worship the Mayor intimated that as soon as the ground had consolidated the Engineer would reinstate the woodblocks.

2377 Newtown Red Cross Concert

His Worship the Mayor intimated that he had a request from Miss Riley that the Council would allow the use of the Town Hall on Saturday afternoon the 25th instant for a Matinee Concert on behalf of the Newtown Red Cross Funds the concert to be given by the girls assisted by their parents.

Alderman Bloom moved that the free use of the Town Hall be granted from 3 to 5pm on the date mentioned.

Seconded by Alderman Ryan and carried.
