Minutes of Ordinary Meeting of the Council held at the Town Hall Newtown on Tuesday September 10th 1912
His Worship The Mayor (Alderman Rigg) and Aldermen Morgan, Edwards, Bamfield, Smith, Lewis, Macready, Elstub, Cousins, Turtle and Lawler.
An apology for the unavoidable absence was received from Alderman Clegg.
The Minutes of the previous meeting were read confirmed on the motion of Alderman Bamfield seconded by Alderman Turtle and signed.
Letter from Konig Ho asking further consideration of the proposed alterations to their Vehicle entrance was received and referred to the Works Committee for report.
Letter from the Chief Secretaries office re-A Melville’s picture show application which had been granted subject to a 20 foot laying being left at the rear. Received.
Letter from the Department Postmaster General intimating that telephone poles in Wells Street had been removed as requested.
Letter from TJ O’Hara calling attention to the condition of Alice Avenue was received and referred to the Works Committee for report.
Letter from Reverend A Illingworth complaining of the position of a tree in front of the Enmore Tavern O’Connell was received and referred to the Works Committee for report.
Letter from Trenchard Smith asking further consideration of his application for approval of plan of 2 shops for Mr McDonnell was received and referred to the Works Committee for report.
Letter from the Ashfield Council re Caretakers Award was received.
Letter from the Under Secretary Department of Public Works covering proposed amendments in the Local Government Act was received and made an Order of the Day the next meeting on the motion of Alderman Turtle seconded by Alderman Morgan.
Invitation from the Newington College Athletic Club to their Annual sports was received with thanks.
A Petition from Messrs G Myhill C J O’Brien and 7 others was received asking that the Electric Lamps be placed beneath the level of the balcony.
Received and referred to the Lighting Committee for consideration and report on the motion of Alderman Bamfield seconded by Alderman Morgan.
The Finance Committee submitted their report as set forth on Folios 121/2 of the report book which disclosed.

His Worship The Mayor moved: “That the Finance Committees report be received and adopted the Accounts submitted be approved passed and paid and the sum of £214 be passed to carry out the works set forth.”
Seconded by Alderman Bamfield and Carried.
Overseer of Works
The Overseer of Works submitted his report of Works completed or in progress during the past fortnight.
It was resolved “That the report be received plan of 10 cottages in Lord Street approved and plan of 5 cottages in Bedford Street be referred to the Works Committee to report.
The Sanitary Inspectors report as set forth on Folio 3 of the Report Book was received the applications mentioned in paragraph 3 and 4 approved and the Authority asked for in paragraph 5 granted.
Questions Without Notice
Under this heading the following matters were mentioned
By Alderman Turtle asking that Regent Street be repaired with Blue metal if White is not available.
By Alderman Elstub asking that a brake be placed on the Street watering cart.
By Alderman Lawler asking that openings running parallel to kerb in King Street near Mr Lanyon’s premises be repaired to keep the wheels of Vehicles out.
By Alderman Macready asking when that the Committee re-dust nuisance abatement will meet?
His Worship The Mayor said the matters mentioned will receive attention and the Committee re abating the dust nuisance on the main road will meet at an early date.
The meeting then terminated.

The Minutes of the previous meeting were read confirmed on the motion of Alderman Morgan seconded by Alderman Bamfield and signed.
Letter from the Secretary Department of Public Health covering 14 samples of Milk all of which are found to be correct. Received.
Letter from A Hatte applying for permission to erect an electric sign in front of Hatte’s Arcade.
Received and refused on the recommendation of the Works Committee.
Letter from A Clerk applying for permission to erect a cross blind or blind in front of No 212 Enmore Road.
Received cross blind refused and permission granted for a blind in front on the usual conditions.
Letter from S Syne applying for License for 3 hoardings in May Street.
Received and providing a Licence Fee of 10/-is paid for each hoarding (as recommended by the Works Committee) the license to be granted.
Application from E Smith to repaint Kangaroo Coupon sign at No 563 King Street was received and granted.
Application from G Kitt for annual holiday leave was received and left in the Mayors hands.
Letter from the Secretary of the Newtown Political Labour League complaining that no invitation was sent to the League to join in the Jubilee Celebrations.
Received and the writer to be informed that the door was thrown wide open to all who felt sufficient interest in the Municipality to attend a Public meeting convened by advertisement in the daily papers and all desiring to join in the Jubilee Celebrations should have attended.
Applications from J Richmond for approval of plans of Motor Work shop in Enmore Road was left in the Mayors hand for approval subject to a favourable report being made by this Councils Building Inspector.
The Works Committees Report as contained in Folios 215/7 of the Works Committees Report Book was received and adopted on the motion of Alderman Lawler seconded by Alderman Edwards.
Committee Dust Nuisance
The Report of the Special Committee (as contained in Folio 218 of the Works Committees Report Book) read the abatement of the dust nuisance on the main Roads was received and adopted on the motion of His Worship The Mayor seconded by Alderman Cousins.
Overseer of Works
The Overseer of Works submitted his report on works completed or in progress during the past fortnight. Received.
The Sanitary Inspectors report as contained in Folios 4 of the Report book was received and the applications mentioned in paragraph 2 approved.
Order of the Day
Consideration of proposed amendments in the Local Government Amending Bill.
The proposed amendments numbering 1 to 25 were then considered seriatum and it was resolved to approve of Numbers 1 to 6, 8 to 12, 14 15, 18 and 22, 24 and protest against the passing of amendments Numbers 7, 13, 16, 17, and 19.
Motions Pursuant to Notice
Alderman Morgan moved:
“That an account of the dense population surrounding the Cemetery the Colonial Secretary be requested to refuse all applications for Burials within the Municipality of Newtown.”
Seconded by Alderman Bamfield and Carried.
Alderman Edwards moved:
“That a tracing of all plans of buildings submitted for approval be lodged with the plan and specification and application such tracing to be retained and filed as a record.”
Seconded by Alderman Elstub.
Amendment moved by Alderman Morgan and seconded by Alderman Lewis.
“That the Government be requested to amend the local Government Act so as to give Councils the power to demand to tracing of all plans submitted for approval under Ordinance 70.
The voting being against the Amendment the substantive motion was then submitted and declared Carried and the meeting terminated.
