Minutes of Ordinary Meeting of the Council Harold at the Town Hall Newtown on Tuesday 8 October 1912.

Present

His Worship The Mayor (Alderman Rigg) and Aldermen Clegg, Lawler, Elstub, Cousins, Morgan, Macready, Lewis and Edwards.

Apologies for unavoidable absence were received from Aldermen Smith, Bamfield and Turtle.

 

Minutes

The Minutes were read confirmed and signed.\

 

Correspondence

Letter from the Under Secretary Department of Public Works intimating that the Council’s application for additional powers (Local Government Act Section 109 (9).”

“The acquisition and erection of a Town Hall has been notified in the Government Gazette of the 18th September 1912. Received.

Letter from the Sydney City Mission asking permission to make their annual Street collection on the 7th December 1912.

Received and Granted.

Letter from the Municipality of Marrickville asking cooperation in a movement to secure a width of Tyres Act and a Wheel Tax to be paid to Municipalities in proportion to their length of Streets.

Alderman Morgan moved:-“That the letter be received and cooperation granted provided the distribution of the wheel tax revenue to Municipalities is in proportion to the mileage of the Main Roads only in each Municipality.”

Seconded by Alderman Edwards and Carried.

Letter from the Municipality of North Sydney asking cooperation in a movement to secure the discontinuance of the Saturday afternoon delivery of letters so that a letter carriers may have the half holiday.

Alderman Morgan moved:-“That the letter be received and this Council declined to cooperate as the proposal would cause inconvenience to the residence of Newtown.

Seconded by Alderman Lawler.

Amendment moved by Alderman Lewis “That the letter be received and cooperation granted.”

Seconded by Alderman Elstub and lost.

The original motion was then submitted and declared Carried.

Letter from Bulement and Brennan asking permission to retain a [—] over their window in Darley Lane.

Received and referred to the Works Committee for report.

Letter from the Glebe Council asking cooperation in a movement to form a Metropolitan Municipal Association.

His Worship The Mayor (Alderman Rigg) moved:-“That the letter be received and as this Council does not approve of the formation of a second Municipal Association cooperation be declined.”

Seconded by Alderman Morgan and Carried.

Application from Harry Clay for permission to erect a Theatre at the corner of Bedford and Denison streets was received and referred to the Works Committee for report.

 

Reports

Finance Committee

The Finance Committee reporting having paid accounts under votes of appropriation amounting to

General fund £1294.4.5
Permanent Improvement Loan Fund £ 630.0.0
And recommended payment of Accounts amounting to £ 634.19.1

His Worship The Mayor moved “That the Finance Committees Report be received and adopted and the accounts as submitted the confirmed approved and paid.”

Seconded by Alderman Lewis and Carried.

 

Financial Statement

The Monthly Financial Statement was submitted and ordered to be laid upon the table.

 

Overseers Report

The Overseers Report of Works in progress or completed during the past fortnight also reporting plans of new buildings or additions numbers 420, 421, 422 as complying with Ordinance 70 and Council’s regulations.

Resolved:-“That the report be received and plans approved.”

 

Inspectors Report

The Sanitary Inspectors Report was received as contained in Folio 5 of the Report Book and it was resolved “That the report be received and the applications mentioned in paragraph 2 be approved.”

 

Motions Pursuant to Notice

 

Alderman Lawler moved:-

“That the Carriageway in Alice Street from King Street to Hawken Street be top dressed at an estimated cost of £48.

Seconded by Alderman Edwards and Carried.

 

Questions without Notice:-

Under this heading Alderman Edwards asked “That the mud be cleaned off King Street from St Peters Bridge to May Street.

Alderman Lawler asked that the work in Newman Street be carried out as soon as possible.

His Worship The Mayor said these matters would receive attention.

 

And the meeting terminated.

Present

Minutes

The Minutes of the previous meeting were read confirmed on the motion of Alderman Edwards seconded by Alderman Bamfield and signed.

 

Correspondence

Letter from Alderman Lewis asking that a Electric light pole be removed 12 feet from its present position in front of his business premises 185/9 King Street.

Received and referred to the Works Committee for Report.

Letter from the Under Secretary for Works covering copy of Amendment in Regulation 3 respect being Loans. Received.

Letter from G Sylvester retiring from the Councils employ on account of ill health and age.

Received and Mr Sylvester to be informed that the Council regrets to hear of his failing health.

Letter from J Gardiner asking permission to hang blinds at No 280 King Street Newtown.

Received and referred to the Works Committee for report.

Letter from M C Chapman asking Council to cooperate in securing the Saturday Half Holiday for Postmen.

Received and the writer to be informed that the Council is of opinion that it would prove an inconvenience to the residence of Newtown.

Letter from the Enmore Political Labour Leave asking the Council to abate the dust nuisance on the main Roads.

Received and the writer to be informed that this matter is receiving the Council’s attention.

Letter from the Under Secretary Chief Secretaries Office intimating that in view of the restrictions imposed the Board of Health is of opinion that no good reason he exists for refusing applications for the few burials which take place from time to time in the Camperdown Cemetery. Received.

Letter from F Fort Junior Clerk making application for Annual Holiday leave.

Received and left in that the Mayors hands.

 

Reports

Overseers Report

The Overseer submitted his report of Works completed or in progress during the past fortnight and reported as correct plan of 2 shops corner of King and Darley streets and store room addition at 47 Georgina Street also that plan of bathroom addition at 14 Munni Street does not comply with Council’s regulations re-minimum yard space.

Resolved: That the report be received plan is mentioned in paragraph 10 approved and plan of alterations at 14 Munni Street be refused.

 

Inspectors Report

The Inspector submitted his report as contained in paragraphs 1 to 4 Folios 6 and 7 of the Report book.

Resolved: That the Inspector’s report be received and the applications mentioned in paragraph 2 granted.

 

Questions Without Notice

Under this heading the following matters were mentioned:-

 

By Alderman Edwards asking that the repairs to the asphalt path in King Street where the Telephone conduits were laid be completed.

 

By Alderman Elstub asking that repairs be carried out in Regent Lane next and Albemarle Streets.

 

His Worship The Mayor said these matters would receive attention.
