Tuesday 11th December 1906

Minutes of Ordinary Meeting of the Borough Council of Newtown held in the Town Hall on the above date at 7.30pm.

 

Present

The Mayor (Alderman Howe) and Aldermen Smith, Morgan, Elstub, Edwards, Abigail, King, Cox, Hitchcock and Ibbotson.

 

Minutes

The minutes of the previous meeting were read confirmed and signed.

 

Correspondence

From C B Rigney stating that he is prepared to pay one third of the estimated cost of forming the roadway (full-length) kerbing guttering and asphalting on lower Street off Alice Street and also kerbing and guttering and asphalting in front of his property on top side about 105 feet frontage.

Received and to be considered with the Works Committees report.

 

Reports

The Finance Committee

reported having paid accounts under votes of appropriation since 13 November last amounting to £594.18.4 and recommending accounts for payment amounting to £673.4.3.

Moved by the Mayor: “That the Finance Committees report as now read be and is hereby adopted.”

Seconded by Alderman Smith and carried.

 

The Works Committee

submitted their report dated third December with reference to various matters referred to them from the Council and their recommendations.

Moved by the Mayor: “That the Works Committees report as now read be and the same is hereby adopted.

Seconded by Alderman Ibbotson.

Alderman Morgan moved as an amendment: “That the recommendation in paragraph 3 to comply with Mr C B Rigney’s request to turn down the kerb in Alice Street for the purpose of giving entrance to the proposed new street be not adopted.”

Seconded by Alderman Hitchcock.

On being put the amendment was lost and the motion declared carried.

 

The Borough Treasurer

submitted the usual statement of accounts since last report of 13th November as follows:

The Overseer of Works

reported a number of works carried out under his supervision during the past fortnight and works in progress.

Received.

 

The Inspector of Nuisances

amongst other things reported that he had taken 14 samples of milk from Vendors trading in the Borough and had forwarded the same to the Department for chemical analysis.  Also that the alterations to the outhouse at the North Newtown Public School had just been commenced.  Received.

 

Minute by the Mayor

The Mayor by Minute reported with reference to a Petition from a number of ratepayers asking the assistance of the Council in securing from the Railway Commissioners a footbridge over the railway near station Street at a deputation consisting of Aldermen Rigg, Edwards and himself introduced by  Mr R Hollis M LA waited upon the Commissioners on Thursday the 29th instant when they said that in view of the representations made they would look into the matter again before coming to a final decision but they thought they would be hardly able to accede to the request.

The Minute also indicated the Mayor’s intention to take immediate proceedings against all defaulters for payment of rates.  Received and adopted.

 

Motions Pursuant to Notice

The Mayor moved:

“That the Specification Committee be and are hereby instructed to prepare specification for making the Annual Valuation of all rateable property for the Municipal Year 1907 – 1908.”

Seconded by Alderman Morgan and carried.

 

General

The Mayor pointed out that the next ordinary meeting of the Council would fall to be holden on Christmas Day and it was decided to leave the matter of arranging a special meeting if found necessary in his hands.

 

This concluded the business and the Council rose.
