Council Chambers 15th February 1871 [1872]

Present Aldermen Bailey, Conley, Cozens, Henderson, Galvin, Hobbs and Bedford.

Election of Mayor:

The Council Clerk in the chair.

The declaration of office of the newly elected Aldermen for the Kingston and O’Connell Ward’s was laid on the table.

The acting Chairman read the 42nd section of the Municipalities Act, referring to the election of Mayor.

Moved by Alderman Henderson, seconded by Alderman Bedford, “that the Mayor be elected with open doors”. Carried

Moved by Alderman Henderson, seconded by Alderman Hobbs, “that the Mayor be elected by a show of hands”. Carried.

Moved by Alderman Galvin, seconded by Alderman Henderson, “that Alderman Bailey be elected Mayor for the carried Municipal year”.

The motion was supported by the Aldermen present, put and carried unanimously.

The acting Chairman declared Mr Alderman Bailey duly elected Mayor for the current Municipal year.

The Mayor having taken the chair returned thanks for the honour conferred by the Council re-electing him to the Mayoral chair.

The Council then rose.

Council Chambers 22nd. February 1872.

Present the Mayor and Alderman Goodsell, Cozens, Hobbs, Galvin, Henderson and Bedford.

Minutes:

Minutes of the two preceeding meetings were read and confirmed on the motion of Aldermen Henderson and Bedford.

Correspondence:

1 letter from Mr A. Carter asking the Council to Kerb and Gutter opposite his house in Lennox Street; also asking permission to erect an awning over the foot paths in front of the said house. Moved by Alderman Hobbs, seconded by Alderman Bedford, “that the matter be left in the hands of the Mayor to give such instructions as he may deem fit”. Carried.

2. From the Superintendent of the Sydney Fire Brigade (Mr C. Bown), acknowledging receipt of a letter from the Council having reference to the formation of a volunteer Fire Brigade, and purchase of a fire engine etc. for this Borough; also forwarding a price list of three engines, and the appliances connected therewith.

On the motion of Aldermen Galvin and Cozens the consideration of the letter was postponed until a later period of the evening, when after a lengthy discussion the further consideration of the matter was postponed until it was known to what extent the Fire Brigade Board of Management would co-operate with the Newtown Council in carrying out the object in view.

Moved by Alderman Henderson, seconded by Alderman Hobbs, “that the Clerk write and ask for the information required in connection with the above movement”. Carried

The Treasurer: appointment of;

Moved by Alderman Henderson, seconded by Alderman Bedford, “that Alderman Galvin be elected Treasurer for the current Municipal year.” Carried unanimously.

Alderman Galvin returned thanks for the honour conferred by re-electing him to that office.

Committees: appointment of;

Moved by Alderman Galvin, seconded by Alderman Henderson, “that the Finance Committee and Committee for Works each consist of five Alderman and all other Committees consist of the whole Council”. Carried.

Finance:

Moved by Alderman Galvin, seconded by Alderman Bedford, “that the Mayor, Alderman Henderson, Hobbs, Goodsell and Conley be appointed the Finance Committee for the current year”. Carried.

Works:

Moved by Alderman Conley, seconded by Alderman Henderson, “that Alderman Galvin, Bedford, Goodsell, Cozens and the mover be the Committee for Works for the current year”. Carried.

Valuers: appointment of;

Moved by Alderman Cozens, seconded by Alderman Conley, “that Mrs Robert N. Banks and Thomas Clarke be appointed valuers of this Borough for the current Municipal year.

Amendment moved by Alderman Galvin, seconded by Alderman Bedford, “that tenders be called for a competent person to act as a valuer in conjunction with the Council Clerk”.

The Amendment was put and lost. The motion was put and carried.

The Mayor gave instructions for the valuers to proceed with their work as early as convenient.
