Town Hall, Newtown, 9th March 1875.

Present, the Mayor with Aldermen Conley, Smith, Neale, Fallick, Henderson and Abbott.

Minutes:

The minutes of the previous meeting read and confirmed.

Correspondence:

1. Letter read from the Marrickville Council referring to the bad condition of a portion of Enmore Road. Moved by Alderman Smith, seconded by Alderman Conley, “that the letter be referred to the Works Committee for their report”. Carried.

2. From Mr Langhorne drawing the attention of the Council to the necessity of making some arrangement for the disposal of night soil. Moved by Alderman Conley, seconded by Alderman Smith and carried, “that the matter be postponed for consideration for one-month”.

3. From the Inspector of Nuisances having reference to a complaint made by Mr Abigail. Resolved that this matter be left in the hands of the Mayor.

4. From Macdonald Town Council reminding the Clerk of account falling due on the 21st March instant. Letter received and laid on the table.

5. From Mr S. D. Gordon as attorney for Mrs Dickson stating that lady’s intention to remove the fencing bounding her property in Wells Street, back to the alignment of said Street and asking the Council to defray half cost of same. Moved by Alderman Fallick, seconded by Alderman Neale, and carried, “that the letter be received and the Clerk instructed to reply to the effect that the Council is not in a position to comply with the request.

6. From the Trustees of the Cooks River Road offering to pay one-fourth cost towards Kerbing and guttering that portion of the Newtown Road situate between Bucknell Street and the Toll Bar and also agreeing to expend 100 pounds towards the repairs of Enmore Road from Station Street to Stanmore Road on condition that the Council expend the sum of 175 pounds for the same purpose. Moved by Alderman Fallick, seconded by Alderman Abbott and carried, “that the matter be taken into consideration at the next meeting”.

7. From the Pound Keeper asking the Council for 150 palings to fence the pound on condition that he provide labour. Moved by Alderman Henderson, seconded by Alderman Neale, and carried, “that the request be granted”.

8. From the Newtown Oxford Cricket Club asking the patronage of the Mayor and Aldermen to a benefit about to be given in aid of their ground fund. Moved by Alderman Henderson, seconded by Alderman Fallick, and carried, “that the request be granted”.

9. From Mr Wakely requesting the Council to enforce the provisions of the Government proclamation of 19th July 1870 defining the position of the bus stand in Crescent Street. Moved by Alderman Henderson, seconded by Alderman Neale, and carried, “that the letter be received and the matter left in the hands of the Mayor”.

Finance report.

The Mayor, as chairman of the Finance Committee, and brought up the following report viz.,

Gentlemen,
in accordance with a resolution passed in Council on the 23rd February last, your Committee beg to submit the following estimate of the probable amount (that is to say £1662/10/0) which will be required for the now current year, in addition to any tolls, rates, or dues levied or authorised to be levied within this municipality, and to any probable income from fines, voluntary contributions, endowment or any other source of revenue, to carry out the fencing, making and repairing of roads, bridges, punts, wharves, piers or other public Works within this municipality and any other expenses necessary in carrying into effect the provisions of the Municipalities Act of 1867.

Moved by Alderman Smith, seconded by Alderman Henderson and carried, “that the report as read be adopted”.

Moved by Alderman Henderson, seconded by Alderman Fallick and carried, “that the valuers be instructed to prepare and submit to this Council an estimate of all rateable property within the Borough”.

Moved by Alderman Fallick, seconded by Alderman Neale and carried, “that the request of ratepayers of the Borough of Newtown be complied with viz., “that the name of the late Alderman Henry Munro be restored to the front of the building of the Town Hall”.

Moved by Alderman Abbott, seconded by Alderman Smith, “that it is desirable that this Council communicate with Councils of those Municipalities whose Government Endowment under the Municipalities Act will shortly cease, with a view of taking concerted action to obtain a renewal of the Endowment or a portion thereof”.

The consideration of this matter was postponed, by consent of the proposers, for one-month.

Letter from the Newtown Oxford Cricket Club, read and laid on the table.

Finance Committee:

The Finance Committee brought up a report showing accounts paid under votes of appropriation amounting to £47/14/10, and recommending payment of further accounts amounting to £131/12/11, which was adopted on the motion of Aldermen Henderson and Conley.

Order of the day.

The consideration of a letter from Cooks River Road Trust postponed from last meeting held on 9th instant in which they offer to pay one quarter the cost of Kerbing and guttering a portion of the Newtown Road, and also intimating that the Trustees have resolved to pay the Newtown Council the sum of 100 pounds towards the repairs of the Enmore Road from Station Street to Stanmore Road on condition that the Council expend 175 pounds from the same purpose.

Moved by Alderman Abbott, seconded by Alderman Henderson, “that the first part of the letter be referred to the Road Trustees for reconsideration asking them at the same time to pay half cost of work above-mentioned”. Carried.

Moved by Alderman Smith, seconded by Alderman Neale, “that the latter portion of the letter stand over until next meeting for further consideration”. Carried.

Motions pursuant to notice.

Moved by Alderman Galvin, seconded by Alderman Henderson, “that 100 pounds be voted for blue metal for O’Connell Ward”. Carried.

Moved by Alderman Conley, seconded by Alderman Smith, “that tenders be called for the supply of 200 tons of white metal for Kingston Ward”. Carried.

Moved by Alderman Galvin, seconded by Alderman Conley, “that tenders be called for cleaning the Wards, also for the carters work required for the now current year”. Carried.
