Council Chambers 15th February 1871.

Present Aldermen Conley, Kingsbury, Galvin, Munro, Henderson, Bailey, Cozens, Hobbs and Bedford.

Election of Mayor:

The Council Clerk in the chair.

The declarations of office of the newly elected Aldermen was laid on the table.

The Acting Chairman read the 42nd section of the Municipalities Act, referring to the election of Mayor.

Moved by Alderman Munro, seconded by Alderman Henderson, “that the election of Mayor be with open doors”. Carried

Moved by Alderman Conley, seconded by Alderman Munro, “that Alderman Bailey be elected Mayor of this Borough for the current Municipal Year”. Put and carried unanimously.

The acting Chairman accordingly declared Mr Alderman William Bailey to be duly elected Mayor for the current Municipal Year.

The Mayor returned thanks for the honour conferred upon him.

The Council then rose.

Council Chambers 21st February 1871.

Present the Mayor and Aldermen Conley, Cozens, Kingsbury, Henderson, Hobbs and Bedford.

The declaration of Office of the Mayor and Auditors was laid on the table.

Minutes:

The minutes of previous meeting were read, and confirmed on the motion of Aldermen Kingsbury and Conley.

Correspondence:

1. Letter from the Census Office, in reference to information for enumerators. The Clerk was instructed to give the enumerators any information in possession of the Council.

2. From Mr E. Joy, of Nattai, stating that he had forwarded six cases of books for the use of the Newtown Free Library. Moved by Alderman Hobbs, seconded by Alderman Henderson, “that a vote of thanks be recorded on the minute to Mr Joy, thanking that gentleman for his kind and valuable donation of useful and instructive books to the Newtown Free Library”. Carried unanimously.

Treasurer — appointment of.

Moved by Alderman Kingsbury, “that the Council Clerk be re-elected to the office of Treasurer”. The motion was not seconded and consequently lapsed.

Moved by Alderman Henderson, seconded by Alderman Bedford, “that Alderman Munro be elected Treasurer for the current municipal year”.

Amendment, moved by Alderman Conley, seconded by Alderman Hobbs, “that Alderman Galvin be elected Treasurer for the current municipal year”.

The amendment was put and carried. The motion was put and lost.

Committees — appointment of for the current year.

Finance:

Moved by Alderman Conley, seconded by Alderman Cozens, “that Alderman Henderson, Kingsbury, Munro, Conley and the Mayor be the Finance Committee.” Carried.

Works:

Moved by Alderman Kingsbury, seconded by Alderman Hobbs, “that Aldermen Bedford, Cozens, Munro, Conley and the mover be the Committee for Works for this year”.

Amendment, moved by Alderman Henderson, seconded by Alderman [ ], “that the whole Council be the Committee for Works”. The amendment was not seconded. The motion was put and carried.

Library:

On the motion of Aldermen Kingsbury and Henderson, the whole Council was appointed the Library Committee; also a Committee for general purposes.

Moved by Alderman Kingsbury, seconded by Alderman Henderson, “that Alderman Conley be appointed to sign cheques for the current municipal year”. Carried

Alderman Hobbs, in a eulogistic speech, moved, “that a vote of thanks be accorded to Alderman Kingsbury, for the efficient and impartial manner in which he conducted the business of this Council during his occupation of the Mayoral chair”.

Seconded by Alderman Conley, and supported by the Mayor, put, and unanimously carried.

Alderman Kingsbury in returning thanks for the unanimous expression of his conduct during the past year hoped that the proceedings of this Council would be conducted in such manner as would reflect credit on the whole of the Alderman, and that the chair would be at all times respected.

The Council then rose.
