Council Chambers August 3rd 1863.

Present the Chairman and Councillors Munro, Kingsbury, Bailey, Conley, Bedford, Knight and Curtis.

Moved by Councillor Knight, seconded by Councillor Conley, that the minutes of proceedings of previous meeting be read and confirmed.

Correspondence:

Letter from Department of Public Works refusing to comply to a request of the Council; viz.; to deviate a watercourse crossing Bedford Street.

Report:

The Chairman read half yearly report.

Moved by Councillor Munro, seconded by Councillor Kingsbury, that the report read by the Chairman be received and adopted. Carried unanimously.

Question:

Councillor Munro asked the Chairman if Mr Josephson had paid in the 100 pounds towards the repairs of the Enmore Road.

Reply:

Mr Josephson has not yet paid the money in and the Clerk has very recently written on the matter to him.

Motions of which notice has been given:

Moved by Councillor Munro, seconded by Councillor Curtis, that an additional 10 pounds be added to the sum already voted for the Camperdown Road. Carried.

Moved by Councillor Munro, seconded by Councillor Knight, that the Clerk be instructed to prepare plans and sections of Albermarle, Regent, Denison, Wellington and Lennox Streets in Kingston Ward, and submit them to this Council within seven days after the passing of this motion; also report in detail upon the probable cost of forming the same with workmen employed by the Council. Carried unanimously.

Moved by Councillor Munro, seconded by Councillor Conley, that the plans and sections when prepared of Albermarle, Regent,Denison, Wellington and Lennox Streets be open to public inspection for seven days at the Council Chambers, and notice to that affect be published in the Sydney Morning Herald and Empire, one insertion in each paper. Carried unanimously.

Moved by Councillor Munro, seconded by Councillor Knight, that a Committee be created, to be styled a Committee of Works, whose duty it will be to see that the improvements are carried out in accordance with all resolutions passed by the Council; that such Committee consist of Councillors Cullen, Conley, Bailey, Curtis, Knight, and the movers. Carried unanimously.

Moved by Councillor Curtis, seconded by Councillor Bedford, that this Council adopted the report of the Surveyor in forming and the metalling the Missenden Road. Carried unanimously.

Moved by Councillor Curtis, seconded by Councillor Bailey, that the Council call for tenders for the supply of 1000 tons of white metal. Carried unanimously.

Letter from Mr Elliott asking compensation for a wall in Campbell Street. Referred to Improvement Committee.

Letter from the Newtown and Cooks River Road Trust respecting a contribution towards the Kerbing and Guttering of the west side of the Newtown Road. Referred to next meeting for report as to cost of same.

Letter from Mr Josephson respecting the word Trust as applied in connection with the Government contribution of 100 pounds given towards the repair of the Enmore Road.

Letter from Mr Elyard, under Colonial Secretary, with By-laws enclosed with some slight alterations for adoption.

Reports:

From Finance Committee recommending the payment of sundry accounts.

Moved by Councillor Curtis, seconded by Councillor Bedford, that the report received from the Finance Committee recommending the payment of sundry accounts amounting to 43 pounds one shilling be adopted. Carried unanimously.

Miscellaneous:

Moved by Councillor Munro, seconded by Councillor Kingsbury, that the By-laws as amended be adopted and a revised copy be prepared and forwarded to the executive Council for their approval. Carried unanimously.

Motions of which notice has been given:

By Councillor Curtis, that Mr Elliott be paid the sum of 10 pounds towards expenses of a wall opposite his own house in Campbell. Withdrawn.

By Councillor Munro, that this Council are willing to Kerb and Gutter the front of all houses within the Municipality provided the owner or occupier of such property bind themselves to pave the same. Withdrawn.

Moved by Councillor Kingsbury, seconded by Councillor Conley, that the minutes of proceedings of previous meeting be read and confirmed.

Correspondence:

Letter from James Hewitt but couched in such improper language that it could not be read.

Reports:

From Improvement Committee, recommending the payment of 10 pounds towards expenses of a wall built by Mr Elliott in Campbell Street; also report from the Surveyor; that an estimated cost of kerbing and guttering the west side of the Newtown Road from the Railway Bridge to Turnpike Gates, in compliance with a resolution of the Council; also the probable cost of forming Albermarle, Regent, Denison, Wellington and Lennox Streets, Kingston Ward; and Buckingham Street, O’Connell Wards. Reports received.

Moved by Councillor Bailey, seconded by Councillor Kingsbury, that the report of Improvement Committee received recommending the payment to Mr Elliott of 10 pounds towards defraying cost of a wall in Campbell Street be adopted. Carried.

Moved by Councillor Munro, seconded by Councillor Conley, that advertisements be inserted in the daily papers inviting tenders for the formation of Albermarle, Regent, Denison, Wellington and Lennox Streets according to the plans and specifications prepared by the Surveyor, the Council not to bind themselves to accept the lowest or any tender. Carried.

Tenders:

For the construction of culverts in Kingston Ward,

Thomas Moon, two pounds per lineal yard.
Henry Geering, two pounds two shillings per lineal yard.
Charles Dennett, two pounds per lineal yard.
William Cheville, one pounds 16 shillings per lineal yard.
Frederick Howe, two pounds two shillings per lineal yard.
William Surtees, one pounds 16 shillings per lineal yard.

Moved by Councillor Bailey, seconded by Councillor Munro, that Mr Surtees be communicated with respecting his tender, for the construction of culverts, and if able to satisfy this Council as to his ability in carrying out the work according to plans and specifications, and able to provide the necessary bonds, that his tender be accepted; if not able to comply, that Mr Dennett be communicated with to the same effect. Carried.

2. For forming O’Connell and Prospect Streets.

From Thomas Howe, at seven shillings and sixpence per lineal chain.
McMahon and Nicholson, at 15 shillings and sixpence per lineal chain.

Moved by Councillor Kingsbury, seconded by Councillor Curtis, that Thomas Howe’s tender be accepted at seven shillings and sixpence per lineal chain. Carried unanimously.

3. For the supply of 1000 tons of white metal.

From Thomas West, at seven shillings and sixpence per ton of 24 foot.
From G. A. Davies, at eight shillings and threepence per ton of 24 feet.
From D. and J. Williams, at eight shillings and threepence per ton of 24 feet.

Moved by Councillor Kingsbury, seconded by Councillor Curtis, that the consideration of the tender for the supply of 1000 tons of white metal stand over until next meeting. Carried unanimously.

Motions of which notice has been given:

By Councillor Bedford, but withdrawn by permission. That Nelson Street in O’Connell Ward be formed according to plans at a cost not exceeding 10 pounds.

Moved by Councillor Kingsbury, seconded by Councillor Bailey, that Edgeware Road, from the corner of Campbell Street to the corner Juliet Street be formed on one side and drain pipes laid where required at a cost not exceeding 20 pounds.

Amended on motion.

By Councillor Munro, seconded by Councillor Knight, that the consideration of forming the Edgeware Road be referred to the Improvement Committee for their report. Carried.

Council Chambers August 28 1863.

Special general meeting to consider the advisability of borrowing money for the use of the Municipality.

Present the Chairman and Councillors Knight, Kingsbury, Bedford, Curtis, Conley and Munro.

The Council recommend that the Chairman be requested to make inquiries as to an arrangement to borrow money for the use of the Municipality.
