Council Chambers November 3rd 1863.

Third Quarterly Meeting.

Present the Chairman and Councillors Knight, Munro, Bedford, Conley, Curtis, Kingsbury and Bailey.

Moved by Councillor Bailey, seconded by Councillor Bedford, that the minutes of proceedings of previous meeting be read and confirmed.

Correspondence:

A letter from Mr R. Dunlop, asking the Council to kerb and gutter that portion of the Newtown Road in front of the Wesleyan Church. Referred to the Improvement Committee.

Also, a letter from Mr Elyard, under Colonial Secretary, intimating the gazetting of the By-laws.

And a letter from P. W. Daingtin, suggesting that the Council take steps to ascertain if the fence dividing the boundaries of the Cook and Newtown Municipalities along the University paddock could not be thrown back and a continuous Road opened direct to the Newtown Road. Referred to Improvement Committee.

Reports:

The Chairman read the third quarterly report; also the Treasurer’s report.

Moved by Councillor Knight, seconded by Councillor Munro, that the third quarterly report recounting the proceedings and progress of the last quarter be adopted. Carried unanimously.

Motions of which notice has been given:

Moved by Councillor Conley, seconded by Councillor Knight, that Charles Street commencing at the Camperdown Road be metalled. Carried unanimously.

The motion by Councillor Kingsbury withdrawn by permission.

Moved by Councillor Bailey, seconded by Councillor Conley, that the Chairman be desired by this Council to advertise for tenders from persons willing to fill the office of Clerk for this Municipality.

Amendment:

By Councillor Kingsbury seconded by Councillor Munro, that the Chairman be requested not to advertise for tenders for the office of Clerk until the Council have an opportunity of rescinding the past resolution; for amendment, Councillors Bedford, Knight, Munro and Kingsbury. Contra Councillors Curtis, Conley, and Bailey. With the Chairman’s vote and casting vote the amendment was therefore lost and the Chairman put the original motion which was declared carried.

Moved by Councillor Curtis, seconded by Councillor Bedford, that the sum of 10 pounds be voted for the completion of the formation of Campbell Street, O’Connell Ward. Carried unanimously.

Orders of the day.

The Surveyor handed in an estimate report of the cost of forming Oxford Street at 13 pounds, and that portion of Wilson Street from Erskineville lane to Mr Aldis’ fence at 20 pounds and that portion of Wilson Street situate between Buckingham Street and Mr Wilson’s back gate including culvert at 50 pounds.

Moved by Councillor Munro, seconded by Councillor Bedford, that the Surveyor’s report just read be adopted. Carried.

Moved by Councillor Munro, seconded by Councillor Curtis, that tenders be called for that portion of Wilson Street from Buckingham Street to Mr Wilson’s back gate. Carried.

Council Chambers November 16th 1863.

Present the Chairman and Councillors Kingsbury, Knight, Conley, Bailey, Curtis and Bedford.

Moved by Councillor Curtis, seconded by Councillor Kingsbury, that the minutes of proceedings of previous meeting be read and confirmed.

Correspondence:

A letter from Mr C. Cox, asking for the settlement of the streets he had contracted for. To be paid in the usual way at the next weekly payment.

Motions of which notice has been given:

Moved by Councillor Bedford, seconded by Councillor Curtis, that an Inspector of Nuisances be appointed combined with that of Bailiff whose duties will be defined by this Council; tenders to be called for from persons willing to fill the office. Carried unanimously.

The motion standing in Councillor Munro’s name postponed until next meeting.

Moved by Councillor Bailey, seconded by Councillor Knight, that this Council call for tenders for boards or metal plates with the names of the streets of the Municipality written thereon and be fixed at each end of each street. Carried.

Moved by Councillor Bailey, seconded by Councillor Kingsbury, that Short Street be formed from Union Street to the Newtown Road and that brick rubbish be supplied for the foot paths in the Enmore Ward where most required at a cost not exceeding 15 pounds. Carried unanimously.

Moved by Councillor Bailey, seconded by Councillor Knight, that this Council call for tenders for kerbing and guttering the west side of the Newtown Road from Eliza Street to Holt Street at per yard. Carried.

Moved by Councillor Conley, seconded by Councillor Knight, that the rate of wages be fixed at seven shillings per day for day labourers, and that there be only one overseer appointed for the Municipality, who will be paid wet or dry. Carried unanimously.
